Does a Str based Rogue need?

Planning out a WOTA build (I'm so unique), and was going to start with
S-16
D-15
C-11
I -16
W-8
C -9
I have +2 tomes (well manuals I guess) for Str and Dex, and +1 for Chr and Con at lvl 1.
But I'm not sure if I should throw every level up point into str, or save a few for Dex.

I'm thinking the most he'll get up to is around a 26 Dex (with item obviously) is this going to be enough for a reflex save at 16?

My other toons are a 16 cleric and 16 sorc, so I'm not that familiar with actually having a useful reflex save ...

Plan on 28 minimum to 30-32 maximum Dex. Anything else while nice to have would over-kill.

A little higher than I had planned, but I can hit 28 (30 might be tough)
Will 28 Str be high enough for a Str based Assassin?

Think I can go (as a Human) either
26 Str 30 Dex
28 Str 28 Dex

I assume the 28/28 is the better choice?

A rogue only requires a Base + Tomes DEX of 17. This has nothing to do with their reflex saves and more to do with aquiring the Greater Two Weapon Fighting feat.

Rogues are automatically on the fast track for reflex saves. They can add an additional +6 to it simply by using their Uncanny Dodge clickie. And, it doesn't matter if your rogue has a +20 or +90 reflex save they will want improved evasion. This is for the times you roll a 1 and don't have the Hit points to take a failed save.

As a rogue you have to worry more about your Fort and Will saves. Will save, on a rogue, is usually augmented by a mixture of Force of Personality and Slippery Mind. Fort save is simply having a good CON and maybe splashing a level of another melee class. (Which works great for a STR based build because you won't be limited to rapiers.)

And a 28 STR is fine for a STR based Assassin build. You're already forced to take the Sneak Attack Accuracy enhancement on the build so you can even toss in Power Attack.

I will be splashing a level of fighter, mainly as I need the melee weapons, I can't really afford to buy rapiers.
(Which is kinda sad I guess, I always figured once I had the millions of gold I'd be set to buy anything I needed..)

Anyway the 28/28 split seems to be the safest to aim for, so that's what I'll do .

Should be fine, my str based rogue is currently sitting at 30 str, 28 dex, 27 con. with a 28 dex I do perfectly fine.

Starting with a DEX base of 15, eating a +2 tome and putting the level ups into STR will be perfectly fine.
