Tier Stacking Question

Sorry if this has been asked before but I could not find it ...

If I create the following axe



Tier 1
+5 Greensteel Greataxe (3d6) With Shock, +1d6 Electricity
Tier 2
Shocking Burst, +1d6 electrical, +1d10/2d10/3d10 on crit - Haste (3/day)
Tier 3
Shock Blast (+4d6 on 20, must confirm critical) - Air Guard (On-Being-Hit chance, DC 35 Trip vs. attacker or 30-second haste)


Does the tier 1 1d6 shock stack with the tier 2 1d6 shock

So essentially ...
3d6 + 1d6 + 1d6

???

the way i see it.. it's very similar to holy pure good weapons

those do 2d6 good damage for the holy AND 1d6 good damage for the pure good

I assume it is the same for shocking burst, shock, shocking burst
