Granted that scales are used more than bones in crafting. (ie to make you average item, it takes more scales than it does bones).
Inkblack's work (http://spreadsheets.google.com/pub?key=pLaIqDL_IzJRx5CcCEpCaYg)shows us that:
Devil Scales ----- Avg: 2.50, Min: 2, Max: 3
Sulphurous Stone ----- Avg: 2.17, Min: 1, Max: 3
Glowing Arrowheads ----- Avg: 2.00, Min: 2, Max: 2
Length of Infernal Chain ----- Avg: 2.00, Min: 1, Max: 3
Twisted Shrapnel ----- Avg: 1.83, Min: 0, Max: 3
Gnawed Bones ----- Avg: 1.50, Min: 0, Max: 2
Outta curriousity do scales drop less often than bones? (anyone done any data sampling on this?)
I'm thinking they drop as often, but it is the hoarding of scales that has overly inflated their value...
Anyone have any thoughts on this?

Drop rate is actually very close from my sampling and is probably statistically the same:
Total of 226 ingredients collected:
Arrows: 40
Bones: 39
Chains: 40
Scales: 39
Shrapnel: 34
Stone: 34

Yes drop rate is the same.
Scales are just more sought after because they are more needed in recipes. Stones come second. Bones and chains last (so they are pretty much worthless).

I agree overall but I thought the ordering was:

Well, not sure what's going on then (maybe chains appear mostly in unpopular recipes?) because chains are typically cheaper than shrapnels on the trade/ah market. Bones are definitely last.

Those numbers are based on single shard tier 3.
Three of the most popular DBL Shard upgrades would have to be.

Acid Blast (+4d6 on 20, must confirm critical), Transmuting, Keen/Impact, Slicing (+1d4 Bleed damage), +8 hardness, +80 durability

3 - Large Infernal Chains

Flame Blast (+4d6 on 20, must confirm critical), Radiance (+4d6 light damage + blindness on crit)

In all of these recipes scales > bones >= stones > Chains
Ofcourse, I used the DPS tier 3 and ignored the AC tier 3. I know Stones go up in these recipes eg
Fire/Radiance - Opposition - Ethereal
+4 AC (Insight) , Radiance (+4d6 light damage + blindness on crit)
Gather These Raw Materials (From Shroud Part 4 & 5 Chests):
4 - Large Glowing Arrowheads
4 - Large Gnawed Bones
4 - Large Infernal Chains
6 - Large Devil Scales
1 - Large Twisted Shrapnel

Chains went up as did stones.
Are people mostly making Insight AC Bonus weapons?
It still doesn't explain why Bones are so common.

Ok so had a request for this and though I'd update the information from my earlier post:
Approximate drop rate... from my sampling only...
Total of 466 ingredients collected:
10.3% Arrows: 48
10.7% Bones: 50
10.7% Chains: 50
9.9% Scales: 46 ...have had a slight dry spell on these from my last post :(
9.7% Shrapnel: 45
10.7% Stone: 50
27.7% Power Cells: 129 (note this is a total of charged and uncharged)
5.6%* Shards: 26 (note this is much lower than actual drop rate because of the quantity I have given up.
4.7% Horn: 22
