Wait for the second level of rogue for levels 9 or 10 to catch up on skills.
I stongly recommend lowering the cha to 11 and lowering dex to 15 and eat a +2 to tome to either get more str or con.
Still solid without the changes i recommended :P.

bah! completely forgot about the max str on a halfling :D.
I assume you ask about madstone boots? you get +2 str and +4 con with the clicky and you get another +2 str and +4 con with the on-hit madstone. This both stacks.

Aside from your posted stats, it will be determined by your gear and enhancements.
Would you like a Min/Max breakdown?

Something for comparison to your plan. Works very well with current endgame :)

With a base int of 8, leaves little for skill points for the UMD
that you're trying to achieve.

That's still 3 skill points per barb level, one for intimidate, and two others to play with. Max ranks are currently 19, so 4 at first level(Rogue) + 9 (Take second rogue level at level 10, so you can max UMD out again), then 2/level until you hit 16. That still leaves some 18 points to put into balance, jump, or whatever barb skills you want. You won't max them out, but you won't exactly be hurting for skill points either.

not just to bump my stuff but the one thing im concerned about is my umd. what can i expect it to be at end game and what items do i need to look for?
ps- im hoping no one says the titan gloves. on my sorc i rolled on the gloves. I rolled a 99 . good right? then the batman build rolls a 100.

In all honesty the umd is nice but dont over rely on it. U sacrifice quite a bit in the way of 'downtime' when doing it. ie if u overdo it ul end up buffing and healing urself more than killing stuff. As a barb u need to end ur rage, switch ur static items to umd items do what you got to do (all those hp takes a long time to scroll up). This doesnt take into account madstone problems ( you cant use clikies, scrolls wands etc whilst in it) and the management can be tough. Barbs arnt fighters or rangers we derive our power through rage not passive bonuses. Not to mention we dont have ac so every second we spend healing ourselves up ur gonna get hammered unless ur good at kiting, or unless u do it after the fight is done.
I had a umd barb but ditched him because i found myself wasting time doing all that when it would have been easier to just continually top myself off with pots on the run and just hit things really hard. Thats just me tho and im sure that there are many umd barbs out there that do a **** fine job and love it. Its definately great for equipping race/alignment restricted equipment.
Just some food for thought.

My halfling 14barb/2rog is at a 36UMD right now. That's with Head of Good fortune, greater heroism, +3 chr skills from dragon touched armor and +3 from umd focus. What I find is that kind of UMD gives you options: scrolls of heal, GH, raise dead, restoration, stoneskin wands, elemental resistance/protections, etc. And it's not at the cost of DPS. I still have 44 Str with Madstone, full ranks of barbarian power attack, GTWF, dual greensteel heavy picks, and a little bit of a kicker- five 20 second boost of 15% increase in attack speed. If you're in a full party or raid you can play normally. If you low-man quests, end up in a bad situation, run with Pugs that don't hand out buffs, etc you can use your resources to take care of yourself or others as needed. Keep in mind though it can cost some plat to use these types of resources. You won't land a heal scroll or GH 100% of the time. Also Nick is right in the sense you do have to kind of learn when to use them and when you can't as you have to not be barb raging and if you're in madstone you have to wait until it wears off.
