Unlocking 32 pt character Question 1700+favor

So i hear when i get the 1700+ favor i get a +2 tome.. is it bound? can i pick an int and pass it on to the next character i'm hoping?

1750 Favor, it's bound.

As previously stated, the tome is bound. However, you can get 1750 on each character seperately so that all toons can get a tome.
