I have to questions that have nothign to do with each other.

I know Weapon and ammo don't stack but what about other enhancements if they are different. For example a would a +4 Flame Burst crossbow shooting +2 Holy Bolts = +4 Flame Burst Holy Bolts

Do tomes could towards feat and enhancement requirements?

Yes and Yes.

The way stacking works is that enhancements of the same type don't stack. So you have to read what type of enhancement a thing gives.

In your example, the damage types are "Fire" and "Holy". Different so they stack.

You can do the same with armor... +3 "Natural" armor bonus will stack with a "Insight" and a "Dodge" armor bonus. But two "Insight bonuses will not stack. Only the higher bonus will apply.

The only exception to this rule is for "Dodge". Dodge bonuse usually stack, though turbine messed with them so this is not always the case. This is too complicated to get into, but suffice to say lots of "dodge" items and feats are usually good.

FYI, Tomes and attribute increases from leveling up work for everything you need in the game. Only items that can be removed do not work for prereqs, as you could get the feat and then take the item off.
