Who's the fastest runner in Eberron.

For a lvl 3 character tops what is the fastest you could have with boosts. do monks get a speed boost at 1. Would a ranger/monk/wizard be faster than a barbarian/wizard. The character doesnt have to be functional. the point is to be able to quickly move stuff between accounts and be able to open low level chains like cats on elite.
