Is there a reason this enhancement is a complete ripoff? I might be interested if it were a permanent effect to my ability. But otherwise, paying 20 ki, for a few seconds, for that small of speed increase is just abesolutely ridiculous...

The reason for Ten Thousand Stars to suck is that it is balanced under the assumption that throwing weapons aren't useless. A temporary 30% speed boost to attacks is valuable if the attacks had already been worthwhile on their own.

Since throwing weapons is almost never tactically effective, boosting your throwing rate is also not helpful.
