Feat Respec not working?

My character is a 5th level human rogue with a BAB of +3. My chosen feats are Rapid Reload, Point Blank Shot, and Exotic Weapon Proficiency (Heavy Repeating Crossbow), in that order.

I earned a Feat Respec from Fred, but the feat I want -- Weapon Finesse -- appears among the "New" choices only when I try to turn in Exotic Weapon Proficiency, but not when I try to turn in the others. It's not that I can't give up Rapid Reload or Point Blank Shot -- I can -- but the choice of what to trade them for is limited. Does anyone know why?

BAB +1 is required for weapon finesse. You took Rapid Reload and Point Blank Shot at Level 1, when a rogue only has BAB +0. You can only swap out for a feat that was possible for you to have taken originally.

There is an exception to this, when it comes to stat requirements and eating tomes to boost a stat. You can use your increased stat number to swap for a feat you couldn't have previously taken.

Correct. at level one you did not have a BAB of +1, so you cannot take the feat you want. Next level you will get a feat anyways, wait for that and do it then. Save the feat respec for a rainy day.
