His account has ben banned for holding people in pvp, he killed the people before getting banned or sent tell by gm, I do not get exactly why banning someone for holding people and then killing them in free for all pvp but any way, his account is banned for a month and he wants turbine to not bill him since his account wont be playable for a month. How do you tell Turbine to not bill an account due to being banned? Or does he have to cancel his subscription?

First off, your friend will have to contact Turbine his/her self for any account-related questions. Also, game time is pre-paid, so the current game time will still run to next billing date. Only way to prevent a charge for game time is to cancel - that will prevent the NEXT billing cycle being charged. (IF one is on the special anniversary pricing, one will lose that if account is cancelled.)
Second, talking about his ban is going to draw agro from the Frax Monster to yourself. May want to reword your OP. ;)

What cdbd3rd said is correct, both about billing and discussing bans.
Your friend should visit the account support (http://turbine.fuzeqna.com/turbinesupport/consumer/kbdetail_qaonly.asp?kbid=17&ao=t) site if they would like to contact a Turbine representative and discuss their options.
In the future, please do not discuss disciplinary action!
