Radiance II

looking for good Radiance II recipes for rapiers, I've seen a few but undecided.

Radiance II is dual shard no matter what.
Not sure what you mean by "best", it depends on what you're after. Just pick the bonuses you want (http://www.iro.umontreal.ca/~delallea/ddo/shroud/cgi-bin/shroud.cgi?item=item&weapon=rapier&effects=radiance_&altar=3).

IMO the best options are:

First tier: Holy
Second tier: Flaming Burst
Third tier: +4 AC on any character that it's even remotely good on (i.e. if the 4 AC will put you over 48 unbuffed, take it), otherwise pick any of the weak options.
