Does 1 level of Paldine give you access to cure moderate wands? what about cure serious?

Yes, as long as your TOTAL level meets the minimum requirements for the wand.

1 level is enough to use all wands of spells the class is capable of casting.

Also a level of ranger if you're so inclined (which also nets you a favored enemy). Or even take a second level of ranger for the free 2 weapon fighting and rapid shot.... just a thought....
