How do I get to Stormreach

I have done the dragon quest and am supposed to be able to get to stormreach, but the harbor guys just keeps telling me he is loading cargo and to come back later? So what gives. I did a search and didnt find anything. nvm close thread please.

There is a captain sitting on the rocks next to the guy. Talk to him and you should be good to go. He's not marked on the map. If you're facing the "boat dude", he's on your left.

That captain guy needs a brighter outfit.
