New Noob area - possible spoilers

Hey folks, I just came back to DDO after a long time away, and I had a question about the new noob area. I finished the island with my first character but now I am going through again with a cleric and I can't find the guy who gives the quest where you deal with the mindflayer and the dragon. Is he in the village or outside in the island?
