I see that the Divine Might enhancements requires a Base Charisma score. I assume that this only means you get to add your Base Starting Score + Charisma Tome + Leveling Ability Points? Is this correct, or will things like items and the Paladin Charisma Enhancements add to this also?

I think they Totally missed the mark with the CHR Requirements for this Enhancment. I know very few paladins that have a base CHR over 15 let alone a 20 for the highest tier. THere was never a reason to go much more than a 12-14 base for a Paly at all. Now we need 20? DOnt like it at all.
Tiers should be 11,12,13,14 IMO.

For many builds or playstyles perhaps, but other choices end up with Paladins with more than enough CHA. High CHA has definite value, just value that some players chose to not utilize or build on or use other methods to achieve. The DM enhancements look like very interesting options to those builds now. I know my Paladin will likely be doing some enhancement respecing sometime real soon. And setting the CHA requirements as low as you propose would be making a mockery of being a Paladin in the classic D&D mode, since they were always the leader of men, high CHA archetypes in those settings.

I believe the bonus/availablity should be based on Paladin Level (Why CHA??) say:
DM I at L8-10 - CHA 10 required
DM II at L11-12 - CHA 12 required
DM III at L14-15 - CHA 14 required
DM IV at L17-18 - CHA 16 required
Theres no need to force Gimp Character Stats so that you can get an enhancement Maxxed or close to it.
I ran the numbers for Humans, Drow, Elf, Dwarves in a different thread.....(I´ll post link later) and you can see what someone ´s build is costing them if they claim to not have a problem with their paladin´s DM IV requirement.....
Quick Link to where it´s at... post # 31 has the comparison.

those numbers seem way too low. I think pallies with charisma of 11 who are looking for a dmg boost should just roll a barb. Perhaps 12, 14, 16, 18 would be reasonable but I don't think the 14-20 they went with is that bad for up to 8 dmg a swing for ~10 minutes between shrines.
(Why CHA??)
Because Cha is important to Pallies and that stat was under utilized in DDO. And divine might is a cha based bonus in PnP is it not?
