Supershard dominance

When I create a Tier III weapon (lets say Dust II, for instance) and want to put an exceptional stat on it, would the +2 Int from Negative or the +2 Wis from Earth actually end up on the weapon?

I'm sure this has been posted in the ginormous Stone of Change thread, but I couldn't find it easily..:mad:
