Can the Developers please consider upping the drop rate for the tier 1 Shard of Power?
The last 7 runs I've done zero shards have dropped in part 1 - that's for the entire group. I'm not sure if the loot tables are borked or if I'm just incredibly unlucky. But most people I've mentioned it to agree that they hardly ever see them drop.
*And no, I'm not ransacked. This was on multiple characters over the course of a couple of weeks.*

Seacog ran 6 runs.... to completion... in one day...before he even SAW one drop...he lost the roll for it...then three dropped in the 7'th and someone took pitty upon me, and snuck it to me, without making me roll :) I then upgraded to tier 2, since i had EVERYTHING else alrdy....then we bombed part 4 that run, the one i was actually gonna complete since i finally got my shard... then we bombed 8 9 and 10...thank god for guilds, run 11 he finally got his first completion <_<
incidentally, 8 9 10 and 11 no shards...

I have about 6 green steel items in total now. I have spare T2 & T3 shards sitting in the bank in case I ever need them from runs where no one needed them. I don't have any spare T1 shards. At least half the time I've had every T1 & T2 ingredient and my T2 &T3 shards ready before I got the T1 shard. The drop rate is messed. At the very least please let us use "better" shards so that if we have spare T2/T3 we can use it on T1 (or a spare T3 on T2)

What I suspect is that since everyone building anything will need the Tier 1's, those are mostly kept, fewer offered about. Not quite as many Tier 2's being made so those are little more available and passed on, and even fewer Tier 3 get made.
I know personally that it will take quite a while to get enough larges to craft a Tier 3, let alone multiple ones, so after getting a single Tier 3 shard on a character, I gave/give away all others. (I have a number of Tier 2 items at this point.)
while not the sole source, I suspect this phenoma contributes to the problem you are seeing.

I don't know... T1 items on their own are kinda blaa... I doubt there are many people making just T1 when T2 isn't that much harder to make and pretty much always gives you a 2 item in 1 slot advantage. You may be right to a small degree, but I really do think the drop rate is lower for some reason.

It's not loot "tables" exactly... it's simply the fact that there's only 1 chest which can drop small shards. There are 2 chests for Supreme shards, and 3 for Great shards.
The result is that if you really want a small shard, you'll have to get a group willing to repeat part 1 a few times in a row.

Really, only the one chest....mmm, never paid that much attention since getting those chests is almost a no brainer...

A short while ago I felt unlucky in my pulls, but I really don’t believe in luck so I thought I would just work through some numbers to give myself some perspective. I am not sure what the drop rate of shards of power is in part 1, but I’ll assume a number I thought was close in the past: 1 in 6
Assuming 1 in 6:
In any 1 run you have a 83.3% chance of getting nothing.
You are:
69.4% likely to run 2 times and get nothing
57.9% likely to run 3 times and get nothing
48.2% likely to run 4 times and get nothing
40.2% likely to run 5 times and get nothing
33.5% likely to run 6 times and get nothing
27.9% likely to run 7 times and get nothing
23.3% likely to run 8 times and get nothing
19.4% likely to run 9 times and get nothing
16.2% likely to run 10 times and get nothing
Even at 1 in 6 though, the chances of you personally pulling nothing after 7 runs are pretty significant.
However, you have said that you have run 7 times, and none of the 12 members have received a shard… this equates to 84 chances with no pulls (assuming only 1 of the 2 chests will drop a shard). At a 1 in 6 chance, there are very low odds of this occurring… only a 0.00002% chance! So it might be longer odds than I had thought. At a 1 in 10 shot at a shard, there is a 0.01% chance of nothing getting pulled after 84 tries, at a 1 in 20 there is a 1.35% chance of nothing pulled after 84 tries.
I really can’t accept that there is only a 1 in 20 chance of pulling a shard, as I have made 7 items so far, have a couple of shards in the bank, and around 50 runs across all my alts. I have also given some shards away, so I’m probably averaging at least around the 1 in 6 chance I mentioned earlier.
So are you really unlucky? Unless you are mistaken about no one pulling a shard, then I would say you are unlucky (even though my official stance is that I don’t believe in luck). The other option is that they have recently changed the drop rates.
p.s. you can try drinking a remove curse pot before you open every chest if you believe in luck

I have only seen 2 Tier 1 shards on all the runs of the shroud I have done, tons of part 1s and quite a few completions.

I've run the shroud 12 times, at least to the first alter..and I've not seen a tier one shard drop. However, the next shard in line drops about 2000 a run...there are at least 5 out of 12 in the raid that ask...anyone need a great power shard? And of course the final shard seems to be on the same drop level as the 1st one. Oh well, one of these years I'll get one to drop for me :).

I'd like to see the chests in part 1 and 2 drop small components. The 4 chests in part 3 drop mediums and the chests in part 4&5 drop larges.

I think it is luck.
I have several T2 GS items crafted and a couple T3 with several more T1 shards in my bank for a couple of my characters. I have even pulled several T1 shards and gave them away. And I have completed the Shroud a grand total of 30 times at most (across 3 characters).
However, my 3rd character can't seem to pull a T1 shard despite my other characters pulling T1 shards nearly every 3rd run.

I was there once on my sorc where I ransacked the tier 1 powershard chest 3 weeks in a row, and never pulled a tier 1 powershard. Some generous party member will put them up for roll and eventually you'll get one.
I remember sacking inferno on my cleric and not being able to get the sigil I needed from there...
I still stick with my theory that certain players/toons are flagged for certain loot
-I know a player who pulls wounding/puncturing weapons very frequently
-I pull a huge number of tomes
etc etc...
so hopefully you're flagged to pull some other nice loot

I often make groups to lootrun Shroud part 1 elite on repeat, and we seldom see more than 2 power shards in a run (most runs have 0 or 1, a few have 2, and 3+ is extremely rare).
I'd put the drop rate at about 8%. Way too low, IMO. (Drop rate is equal on norm, hard and elite).

I think my guild may stop running with me.
I just wish I could make my rapier. I'm really tired of staring at the imbued Tier 2 Shard just sitting in my inventory.

Well, I hate to say this way, but I think the rate is fine. My Sorcerer has 3 tier 3 items, and 3 complete sets of shards in the bank. my cleric has 2 tier three items and 2 sets in the bank. my fighter has 1 tier 3, 1 tier 2, and 1 set in the bank.
While I can understand your frustration, my sorcerer having had everything from tier 2 done, all tier 1 ingredients, and most of tier 3 ingredients ready to go for his SP goggles, and was still waiting for a tier 1 shard. That is why now If I pull one on my sorcerer or cleric, I will always put it up for a roll. I was given my first handful of shards, and now I give them.
Also with PT 1 being the easiest to farm, (less than 10 minutes on normal with a group that knows what they are doing and has the right equipment, and yes I see no Difference between norm and Elite, so why run a framing run on elite? ), It stands to reason, they'd be the hardest to get.
The only thing I wish is that I could give them to my other toons. I by no means want to see them unbound, because they would flood the Auction house, and then anyone with enough cash could buy everything to make their Tier 3 Item in their first shroud run (Blah). But to be able to send the 5 that I have in the bank to my fighter, who is now in need of them, would be nice. However, they can stay where they are until I find something I'm interested in making.

Don't give up you'll eventually get one or someone will offer one up for roll. Plus I've noticed something about the Shroud drops. At least for me it's either a light drizzle on the ingredients or it just plain pours. You'll get what you need. You could also try running parts 1-5 and taking the DD option in part 5 so you have more shots at the first 2 chests(at least until you ransack).

I have close to 20 to 25 of each tier one and two ingredents. and most of my toons have generally two sets of one tier two shard and two tier three shards.
One toon even have enough tier two and three shards to make five dual three shards weapons if i can ever loot a tier one shard. Of course this doesnt count the 5 or 6 medium shard i given away or the 4 large shard. Plus nowdays i cant give away medium shard so i just sell them for the coin( 4 times)
Next to looting teir one shards i say looting large devil scales is the biggest thing holding me back. By the time i loot enough large devil scales i have all the large ingredents i need for another dual shard upgrade but devil scales.

Tried a bit of farming of just Part 1 today. Now over a dozen runs with NO FREAKING power shards.
Has anyone pulled one lately?
Either way, the drop rate is too low, IMO.

It took me 26 runs to get mine, and I began counting after I had charged Tier 2 and Tier3(x2) shards for the Greensteel.
Edit: It actually dropped for someone else, and they didn't need it. I won the roll with a 48(an extremely high roll for me, 98% of rolls in Raids for loot have been under 30, and yes I am counting).
