Tempest AC bonus broken?

as many of us understand, the Tempest enhancement gives attack speed bonus as well as 2 to AC while dual-wielding
however, i find that even when i'm not dual-wielding, the AC is still the same as if i'm dual wielding
anyone else care to check?

Next your going to mention that the crit range on the Tempest is giving +2 (oops ...)
