If you take rouge at first level, UMD costs 1 point to gain a +1 rank increase...
If you take ranger at next level...
Does it cost 1 skill point to get a + 1 umd rank increase or if you spend one skill point does it only raise the rank .5?
I am seeing conflicting answers on this...

UMD is not a Ranger class skill. Unless I'm totally misunderstanding what you're asking, it costs 2 points to increase 1 rank in any non-class skill for anyone, anytime, ever. I never saw much reason to put a point in a non-class skill if it only raises your rank to n.5, unless you have 1 point left and you have no more class skills to bump up (or the only ones left are lame ones).

it will cost you the 2 points of a normal cross class skill, but you will be able to have a max rank of a class skill instead of cross class

Ranger level will only get .5 UMD skill rank per skill point spent...
Here's how it works... Say a pure ranger wants to train in UMD (cross-class skill)... They can ONLY get 0.5 rank per (level + 3).. So at 16th level, the MOST UMD a pure ranger can have is 9.5 UMD skill...
Now a pure Rogue training in UMD (class skill) can get the full rank per (level + 3) for a total of 19 UMD...
Now a ranger/rogue multi-class gets this advantage... Even with only one level of Rogue, they are allowed to get the full 19 UMD... Now, whenever you take a rogue level, it only costs you 1 skill point per 1 skill in UMD... When taking a ranger level, you have to spend TWO (2) skill points to get 1 skill in UMD... but you're allowed to spend those 2 skill points.... a pure ranger can ONLY spend 1 skill point for 0.5 UMD skill each level...
Note that you can catch up... Say you take a rogue level at level 8.... so you're now a 7/1 ranger/rogue... And say you never trained in UMD before that... You can spend ALL your skill points on UMD that level (up to the max of 11 for an 8th level character)and it would actually be smart to do so, since you're getting 1 UMD skill per 1 skill point... Smarter than spending 2 points every level during those ranger levels...

I see where my misunderstanding of this is...
I was seeing people take a full rank in UMD at a certain level when they were not a rogue....
I now see that they are spending 2 skill points to make it a +1 rank at that level...
I thought they were just spending 1 per 1 at a non rogue level.

Anytime you put points into a class skill its at a 1 to 1 cost. Cross class skills are always at a 2 to 1 cost.
So, anytime you take a Ranger level, 1 skill point spent on UMD will provide a .5 increase because it's not a class skill. Anytime you take a additional Rogue level it will be 1 point increase for 1 point spent because it's a class skill.
There are also limits placed on how many level up points can be invested in a skill. All skills that are considered class skills for at least one of your character classes can be raised to character level + 3. Cross-class skills max at (character level +3)/2.
