No, they are not.

In fact, the primary reason the game designers even bother to specify that the bonuses are "insight" is to ensure they will not stack with each other. (And to give players a way to deduce that fact by reading item descriptions).

The only named bonus type on DDO magic items which is meant to stack is "dodge". Any other time a kind of bonus has a name (like enhancement, insight, sacred, deflection, or competence) the meaning is that they don't stack with another bonus of the same type.
