How often do you get a chance to pick a shield (lvl 5 or 10) wand?

At what level range did you stop getting lvl 5 shield wands?

At what level range did you start getting lvl 10 shield wands?

lvl 9-12 quests should drop your coveted shield wands, at least I know I picked up a wand of scorching ray (11th) from xorian cipher.
