question about stacking

if i clean a green steel item then wear it can i make another item of the same and have them stack on top of each other like expection char +1 with a +1 so enstead of making a +9 stat item i double and make a +18 item/skill boost respectly.

Indeed, exceptional bonuses only stack with exceptional bonuses of different values.
