Yet another thread with a Tier III dual shard question

I'm a bit fuzzy on the dual tier 3 shards thing.

Does including 2 shards grant you a second tier 3 bonus effect? A second tier 3 effect? Or...something else?

Is there any way to get the +4 AC bonus on a weapon and get something else like an exceptional stat bonus, good blast, etc...?

It gives you the (only possible) tier 3 bonus effect, if the foci on the two shards are the same as the ones you used at steps 1 and 2.
In other words, for each combination (F1, F2) of foci at steps 1 and 2, there is a unique tier 3 bonus effect, that requires 2 shards when F1 and F2 are different.

+4 AC is a tier 3 effect so it locks you out of all other tier 3 effects (blast, and +2 exceptional bonuses). You can still get +1 exceptionl though.
