Dragonmark and Combate Expertise Issue

With Combat Expertise on, I am unable to use my healing dragonmarks. Is this normal? My assumption was that casting would turn CE off, but it doesn't, instead I'm just unable to cast (this only applies to dragonmarks, and not to wands or other spells). So instead, I have to manually turn off CE then use my dragonmark. Does anyone else have this problem? Should I submit a bug report?

I noticed a similar thing with Defensive Fighting (don't have CE). Since it's on my monk, and finishing moves turn it off I stopped using DF, but I do remember having the problem with it back when I still used DF.

I did not bug report it, but I wish I had. Might try it out later today and bug report it myself then.

I tried this and noticed that I am unable to cast right after I enable CE while CE is on it's cooldown. After its cooldown has expired I can again use my halfling dragonmarks, only to have CE turn off so I can turn it back on and start the process over again.

Yeah, I played around a bit more and it appears to be a cooldown issue. Which leads to the question, should CE cooldown prevent dragonmark usage?
