Does healing amplification stack with potency?

I am thinking about making a green steel scepter with healign amplification for the first and third teir and wisdom +1 for 2nd teir (posotive, earth, posotive) and does the amplification stack?
Also how much of an amplification do i get for taking 1st and 3rd teir?

I'm pretty sure it does. Just keep in mind that:
- it affects heal spells targeted towards you, not the ones you cast on other people
- I doubt the tier 1 (10%) and tier 3 (30%) stack together
