...I can craft Thor's Hammer in the shroud, yet I cannot craft a Tumble Wand cast as a 5th Lvl Arcane?

Because the crafting that your hinting at hasn't been implemented yet. Remember, Shroud crafting was the initial phase of crafting. Mod 7 crafting simply expanded that a bit and added a few Stone of Change receipes. You're wish may come true with Mod 8, since the devs have mentioned introducing a much broader version of crafting in the future. Probably from a DDOcast interview, if your so inclined to search.

Rather than start little and work their way up, they chose to reward the crowd with 9 capped toons (I use the term here only because it feels derogatory and that's what I'm after) rather than give the newer players something else that's interesting to do with all those collectibles they're still collecting.
Even knowing there are a few recipies already on the books (bugged or not) that I could collect harbor/market/house collectibles for, I find myself unwilling to waste the inventory space (or gold for a bigger bag) to do so. It's just not that compelling. A year ago, maybe...a year and a half ago, definitely...but not these days.

That’s just being lazy at this point... which is entirely your right... but with auto-gather and 1000 stack size for every bag, collecting has gotten much better.
When I first started playing, I collected everything for the turn-in rewards, later I got picky and only collected for certain ones, then I stopped entirely. The rewards just didn't keep up with the effort, and they took space away from real treasure.
After they added the bags in I started going full force again, everything, everywhere, but not every time (if I miss one or two, oh well...). As long as I regularly opened the bag and gathered it was fairly easy, just needed to do it when I ran out of space really... still this was kind of annoying, but not hugely. After a while the 100 stack limit started to be an issue, but really now that its gone up to 1000, it should be a long time before I hit that limit.
I've found one large collectible bag (and bought a few medium ones), all my characters send all of their collectibles to the character with the large bag, I have yet to hit the max variety of collectibles I can put into the large. If nothing else it gives me something to do when I'm bored, and I might just have everything I need to do some cool crafting in the future.
