Does the Torc's ability (Transform kinetic energy) to gain SP back stack with Tier 3 Existential Stalemate's Ability to gain temporary HP and SP?

I wear both at the same time on my 16 Ranger, I've seen them proc back-to-back, delivering a combined 50SP in half a second. The amount of damage you take has no bearing (that I can tell) on them proc'ing. I've taken 1 point of damage and had the Torc give me 30SP.

Same here, nice to get those spell points back no matter the class. Though it has become less needed now that I'm pushing 900sp per rest.
