What was that Djinni?

What does that Djinni do that pops up are the city every now and then? How do you talk to him with ending up dancing or is that all it is, a comic relief?

Every toon that was in the game at the time of DDO's two year anniversary got a birthday cake of wishing. When they use the cake, a djinni appears and gives them a list of various rewards, including a +1 tome bonus to any stat, 50 tasty hams, and others.

.... But, if someone tries to use the djinni from a cake that is not theirs, the djinni will make them do otto's dance. LOL
