Greetings Famadar,
This is actually an issue here on our end. Our network operations team has identified the root of today's issues and is currently working with our vendors to update all affected hardware. The current estimate for completing the update is 7:00PM Eastern (this is subject to change). We're working as quickly as possible to get you back into our games. Please accept our apologies for the inconvenience!

Have you tried "repairing" your installation or "reinstalling" the game?

Either the file is protected (by an antivirus or your os security settings) or it is corrupt. Did you check your security software? Did you try manually deleting it?

If repairing the game did not help - try uninstalling and reinstalling - but....
Before that try just installing the launcher:
1) Open your Internet browser and navigate to:
http://download.turbine.com/ddo/ddolauncher_1358_en.exe
2) Answer "Save" when prompted by the browser, and save dndlauncher_1358.exe to your DDO installation folder.
e.g. C:\Program Files\Turbine\Dungeons & Dragons Online - Stormreach
3) Open Windows Explorer and navigate to your DDO installation folder.
4) Execute dndlauncher_1358.exe by double-clicking on it.
4) Answer "Yes to All" when prompted whether to overwrite the existing files or not.
5) Delete the Dungeons and Dragons Folder located in the My Documents folder to erase old configuration settings.
6) Open the Launcher and you should be able to log in and patch the game correctly.

If you are still getting this error:
An error occurred while tryin to replace the existing file:
Delete Failed; code 5
Access is denied
Or any "access denied error" try a clean boot and installing/playing.
You may experience a temporary loss of some services functionality when you follow these steps. When you restore the settings, the functionality will be restored. However, the original error message or behavior may return.
1. Click Start, type msconfig in the Start Search box, and then press ENTER. If you are prompted for an administrator password or for a confirmation, type the password, or click Continue
2. On the General tab, click Selective Startup
3. Under Selective Startup, click to clear the Load Startup Items check box
4. Click the Services tab, click to select the Hide All Microsoft Services check box, and then click Disable All
5. Click OK, and then click Restart
Once this is done please launch the game and try playing.

Try to uninstall/reinstall the .Net 1.1 framework. First remove it using the add/remove programs control panel.
You can download .Net 1.1 from here:
http://www.microsoft.com/downloads/details.aspx?FamilyID=262d25e3-f589-4842-8157-034d1e7cf3a3&displaylang=en
Then click this link to download the Service Pack to the current .NET installation.

Is this Vista or XP?
Make sure .net 1.1 is correctly installed as Turbinus suggested. Also make sure your directX 9.0c is also installed correctly.
Update any video or audio drivers you can.
If this is vista, Go to Control Panel, User settings, Uncheck UAC (User access control) and then reboot
Hope that helps
