Quick Question re: Ability points

I just got an increase option at level 8 as a human. Do I get another before level 16? I forgot from my other toons...

Also - two handed fighting requires a 17 strength. Is that base or can it be 16 plus a +1 str tome?

You get another increase at 12.

Yes, a tome counts towards feat requirements.
