Caster level is unrelated to spell save DC. The will save will always be 10 + Spell Level + Ability Modifier required for spell, which in the case of Greater Command is 10 + 5 + 2, or 17 total, regardless of the caster level.

The real problem is the spell penetration of +9. Seems everything worth doing by the time you get the cloak will have sr in the 20s or 30s

I think you guys are forgetting its a "bards cloak" so i think its supposed to be used after fascinate as fascinate gives a minus to will saves. am i right?
