Changing Tier effects

I constructed a GreenSteel Khopesh and started with FDM and PDM. So it's +5 Flaming Good Burst with 2 charges of Sunburst. I'm curious and would like to change out the 1st tier effect from FDM to PDM. First of all...can you do this and second will it still retain the properties from Tier 2. It would change the Khopesh to a +5 Holy Good Burst with 1 charge of Resurrection.

i was told by a ingame dev that you have to start all over at this point you can not go back and redo the teir
