If you want to use toughness I would use it at level 1 because power attack is not needed with two handed weapon and starting 18 str. Then I would go two handed fighting at level 3 to get more damage on glancing blows. Power attack at 6 is when you will start wanting to use it anyway. At least around that time frame you will stop one shot killing most mobs unless you crit. Improved crit slash at 9 and would probably forget weapon focus slashing because it is highly unlikely that you will be missing things unless you roll a 1. just my cp worth.

Very similar to my Dwarf barbarian build. I started with STR and CON planning to build DEX via tomes and items. Otherwise almost the same thoughts.

You will not need wf slashing nor power critical.

1-2h fighting
3-power attack
6-improved 2hf
9-improved crit slashing
12-greater 2 hand fighting
15-stunning blow

Thats what I did with my Dwarf Barb.

Don't need it on a Dwarf Barb. Raged out without toughness my Barb goes over 500 hitpoint. The other thing I might not worry on your barb would be intimidate. It's a great skill on the right build, I personally went with spot, and along with a high spot goggles it works out pretty good (I think buffed out I'm ~30). It's a bit tougher but can also do UMD, can get it high enough to use some RR items.
