I guess thats sort of an answer................. some time monday the 3rd (exactly what time wont really matter to me as I will be at work.

Not to be mr. negative, but I bet it's June 4th. The 4th is a Wednesday, and haven't almost all of the mods come out on Wednesday?

But, assuming it is Tuesday, Turbine seems to usually take down the servers around 7am Eastern and bring them up probably sometime between noon and 2pm Eastern. Just a guess based on past experience.

Prior to then it would be nice to learn some of the info relating to how we can create our monk characters. Specifically:
1. Will there be a change to the number of char slots? What will the char limit be?
2. What effect will the level 18 monk elemental enhancements have? Will they be worth meeting the requirements?
