Let's say I have a divine ring of some sort that gives me +9% crit and +.5 modifier.

There is a cleric enhancement that does the same thing ...

Do these two stack ... giving the cleric +18% and a +1 modifer?

Curious ...

Items, Enhancements and Feats always stack.

Items and spells do not (save certain bonuses -- most notably Dodge).

So, yes, an item that grants +X% to crits will stack with the enhancement that does the same.

OK ... so just because you get an item that appears to do the same thing as an enhancement is not a reason to reconsider how you have spent you AP?

Or do people normally reset APs after getting an epic item?

Depends on the item. If you're a Wiz or Sorc, you want a higher chance to crit on all spells. Seeing a Disintegrate land for over 1k damage is always a joy.

If you're a Cleric, healing for over 1k isn't necessary right now. The most you really need to worry about are the 700+ HP Barbs who blew all their feats on Toughnesses.
