Feat: Oversized Two Weapon Fighting
"When wielding a one handed weapon in your off-hand, you take penalties for fighting with two weapons as if you were wielding a light weapon in your off-hand."
If I have TWF ( I have a 3rd level Melee focus'ed Ranger ) and 'If' splash Barbarian, how many levels of Barb do I need to obtain this feat?
Is this feat a feat I can take when my Ranger next gets a feat choice?
My understanding was that I needed to be Barbarian to use this feat.
What is the off hand penalty using a Light Weapon if you have the the TWF feat?
So... this same penalty applies to all single handed weapons if you had this feat?
Lastly...what is the penalty 'to hit' if you do not have TWF feat and wield weapons in both hands ... ??
thanks.. Still trying to understand some of these feats .. the descriptions need more information. .. i.e.. what the penalty reduction is, etc...

Feat: Oversized Two Weapon Fighting
"When wielding a one handed weapon in your off-hand, you take penalties for fighting with two weapons as if you were wielding a light weapon in your off-hand."
Your confusion stems from the technical terminology of D&D. For the purposes of those feats, melee weapons come in Two Handed, One Handed, and Light varieties. Light weapons don't count as a subset of One Handed weapons, even though you normally use them in just one hand. Using a "One Handed" weapon in your left hand gives you a -2 attack penalty with both hands, which a "Light" weapon wouldn't cause. Learning that feat will allow you to use One Handed weapons without that penalty.
The feat text could've been better written as: "You do not suffer the normal -2 attack penalty for wielding a non-light weapon in your offhand".
If I have TWF ( I have a 3rd level Melee focus'ed Ranger ) and 'If' splash Barbarian, how many levels of Barb do I need to obtain this feat?
Zero.

It has nothing to do with barbarians, except that barbarians who learn TWF often like to use non-light weapons in their offhand.
In the past there was a bug preventing rangers from learning OTWF, but I'm sure it's fixed now.

You do not need Barbarian to take this feat

if you would like. Yes. Provided you meet any prerequisites that it may have
My understanding was that I needed to be Barbarian to use this feat.
No you do not need any Barb levels for this

-2 to attack rolls

Yes

TWO-WEAPON FIGHTING
If you wield a second weapon in your off hand, you can get one extra attack per round with that weapon. You suffer a –6 penalty with your regular attack or attacks with your primary hand and a –10 penalty to the attack with your off hand when you fight this way. You can reduce these penalties in two ways:
If your off-hand weapon is light, the penalties are reduced by 2 each. (An unarmed strike is always considered light.)
The Two-Weapon Fighting feat lessens the primary hand penalty by 2, and the off-hand penalty by 6.
Table: Two-Weapon Fighting Penalties summarizes the interaction of all these factors.
Table: Two-Weapon Fighting Penalties
Circumstances PrimaryHand/ Off Hand
Normal penalties –6 /–10
Off-hand weapon is light –4/ –8
Two-Weapon Fighting feat –4 /–4
Off-hand weapon is light and
Two-Weapon Fighting feat –2 /–2
Double Weapons: You can use a double weapon to make an extra attack with the off-hand end of the weapon as if you were fighting with two weapons. The penalties apply as if the off-hand end of the weapon were a light weapon.
Thrown Weapons: The same rules apply when you throw a weapon from each hand. Treat a dart or shuriken as a light weapon when used in this manner, and treat a bolas, javelin, net, or sling as a one-handed weapon.
this is from the SRD (system Reference Document) it details TWF

Okay,
What about duel wielding rapiers? They are light weapons, so does OTWF still benefit the character in this case?

Rapiers are 'finessible' one-handed weapons, not light weapons. So, OTWF would help when wielding 2 rapiers.

Wow.. thanks all..
Especially the table Aesop... that really helped me understand the whole OTWF thing better...
I am going to keep my Ranger pure then...
If anything, I may splash one level Fighter next for the med. and heavy armor armor usage. I would also get one extra feat, and low and behold.. I'd take OTWF.... :)
I want to dual wield Heavy Picks or Dwarven Axes..... havent decided if I'll be Pierce or Slash Spec'ed..
It's such ashame that blunts are so feeble.. with the Crit range and Crit multipliers... I would love to make this a Dual War Hammer wielding Ranger.... but alas.. no...( I know I can still use them... I just wont spend feats on Specialization & Focus Blunt)
Thank you all!!
You all Rock.

you need a Str of 12 or higher....a Dex of 15 or higher...and TWF to be eligible for OTWF (and then you need to pick it as a feat).

And also likely cap your Dex AC bonus. Most Rangers wear robes to get the max dex AC bonus.

Dwarf strength rangers still do better wearing the delving suit than robes. If you start your dex at 17 and eat a +2 dex tome, you are looking at 28 dex assuming all level increases in strength. With the racial ac enhancements, you can fill out the delving suit, and have +10 Armor, +9 Dex bonus covered. +5 MFP would cap the dex bonus at 7. Robes would be +6 armor, +2 Chaosguards, or +8 Armored bracers, +9 dex bonus. So, a dwarven Strength ranger would get from his armor and dex 20 AC in full plate w/o evasion, 19 AC in armor and dex bonus from the delving suit w/ evasion, and 15 AC in robes w/ evasion. Dwarven strength rangers can also get the daggertooth belt for additional ac bonus, if for some reason they get their dex up to 30 or higher. Splashing some fighter may accomplish the same thing.
This only works for dwarves because of the racial enhancement bonus. Elves and halflings would certainly be better off with robes because of the additional 4 dex.
