I know the forumla for LOH is (10 + Paladin level) x Charisma modifier.
When it says "Paladin Level" does it mean overall level or JUST the Paladin levels?

Just Paladin Levels.

It does read "10+ Paladin Level" Doesnt it?

ive noticed that charisma is main ingredient in getting a loh high, got a fighter paly 11/5 who gets 104 on his loh with a 24 cha my pure paladin with same cha is like 176 so 11 levels of paly is only geting like 70 or so extra on my loh, but he also gets 2 more then my other guy.

No. It means if you stick your hands inside, get injured and sue the manufacturer then you will probably lose the lawsuit.
