Whether it's the worst or best depends on the player, IMHO
The classes combo leaves a lot of info out that can spell the difference between making your statement true, or blaringly false.

really am making one. STR based with enough WIS to heal a bit and buff, but self healing .... LOL

a drow 3 rog / 3 wiz / 3 ftr - was a finesse build with lots of int and few hp. i think this was my worst, but it was fun. especially as it was named Lfg

Oops sorry, didn't see that part, my first ranger, 28pt elf with all stats in dex and wisdom was pretty bad. I shot KO'd, and POOR damage because of 8 str lol. Granted this was 2 years ago but still.

I tank with a Sorc 14/Fighter 2. Is that bad?
Nah worse ever would be a wf sorcerer and leave him with base wis and cha(6 each) and try to level that build. I tried it just for sillness got him up to level 5 before I got bored with the project.

you just cant out perform a character that gets killed at the front door in nearly every quest. You can't beat that. You can't do it. That is the worst character ever.

my worst build ever was a halfling heavy repeater build.
got her up to level 6 when I finally said "the repeater kill ratio dropped of significantly" and her 8 strength could have enough weight capacity to keep up with the rest of the group.

I saw a 5 Bard/5 Rogue/5 Wizard build yesterday.
I wasn't entirely sure what to think other than "getting the worst of all three worlds." No Way of line for Rogue, no good spells for Wiz, no great Bardic Enhancements.
Just something that can do a very marginal amount of nothing, and possibly very poorly at that.

ANy Build with 11 Levels of cleric can be a very good build. Nice long Divine Power to Bring your BAB up to even, Paly levels offer some nice Bonus' and 2 levels of rogue for evasion... SOunds like a fun and very good build if ya play it right.

I still think think a Wizard 8 /Sorcerer 8 is the worst. Make it a dwarf for a penalty to charisma and a lack of good enhancements. You would get a lot of low level spells, but not much else. And, with having to split tour stats, your DCs wouldn't be that great.
But the worst build I played with was one I played with when I did WW for the first time. Our cleric was a level 1 cleric with 8 wisdom.

I had a figher 5/wizard 5 back in Mod 2 days that was reasonably effective until moving while in combat, trip and stunning blow got changed. He had Mobility and Spring Attack and was going to continue on in fighter but once every combat tactic became STR based (and he had a reasonable 20 STR) and all red named bosses became immune to tactics he became was pretty useless.
I was holding out hope for true prestige classes, but oh well.
I rerolled him as a drow Paladin2/Sorcer12 (currently) that's pretty unstoppable, so he was useful for something I guess.

before mod 3 I ran SC on Hard with a WF Barb 4/Sorc 3, who admitted he had a Charisma of 6, and said he was going for a 4barb/6 Sorc build.
We asked him what he was thinking, and he should probably re-roll.
his response: "This character will be sweet when he gets to 10th level"
then he went on to die a bunch more before the event was over.

My thrower is lvl now and usually 2nd in the kill count. I think if I could find better than a +2 no extra damage throwing weapon he could be first.....or at least a real contender.

I have a guildy who made a Warforged Sorcerer with a 6 charisma "useless" was his name and was his bank. He kept getting invited to do WW and he kept declining the invites but eventually took the invite thinking I am going to teach these people a lesson. Well the problem was that as he was running to WW the leader asked him what he could do and he replied not a thing my name is useless my spells are ooze puppet and (?). I will be useless but at least now you can stop inviting me to this quest. He was quickly dismissed from the party!

I have both of the worst builds:
I have a WF Sorc, pts all in Cha and Con, oh, and he's Permadeath. . (Almost level 3) Don't forget, even with composite plating, he still gets a 5% ASF!
but I think my winner (since I tried to make him as obviously gimp as possible) is my Halfling TWF, dual bast-sword wielding (OTWF)Barbarian 6/Fighter 2 (going to be Barb 14/Ftr 2). Oh, and he still owns!

My thrower is a lot of fun to play. He is also Kopesh specced for up close. With Imp Prec Shot, SotR, and Spring Attack he never has to stand still, and except for the Triple Swing Ogres can usually stay out of the way of damage if he wants to. The problem is finding really good thrown weapons (I have a really nice Smiter waiting at level 14).

I have two WF Clerics now (13 Cleric / 3 Paladin and 14 Cleric / 2 Rogue), which are both a blast. Yours can be a great character too, but do the other players a favor and express the fact that you are not meant to be a main healer, cause I would hate for a group to get you in there under the assumption you would toss the healing spells.

Bah, it's easy to make hypothetical worst builds....how bout an 8/8 wiz/sorc with max wis, 8 int, 8 cha, and all feats in exotic weapon proficiencies? Now actually managing to level such a monstrosity to 16th, that would be an achievement :D

are you serious? because I have a halfing heavy repeater build and I am usually always right there in the kill count with the main tank LOL and that is at lvl 6 :P granted you always have to have the uberest of repeaters but hey they are fun to play though and my gosh with haste on a repeater build watch out :D

Equipment, makes a huge difference in this game.
I've seen a few nice ones with real high min lv on the AH. But so far above my littls lvl 5 guy, that there's no way I will spend the money for them.
I think now returning throwers are generated like other weapons in the treasure tables......so maybe we will start to see beter ones drop and become more available soon.

Level 6 is about where the repeaters peak out in their "killing power" Above that and mobs start to get to many hp to drop quickly. Don'te get me wrong, they can still dish out good damage, but your kill count will start to drop off considerably and you will have to fire more often to drop the mob. At level 8 and above, most repeater builds start looking for wounding, cursespewing, paralyzing and such for their repeaters and go from dps to party support.
I also had a hafling light repeater build and got him up to 6 before I killed him off, but with a +1 true law pure good light repeater, I owed SC. Yeah, they are a lot of fun, but their are better ways to do things, which is why most repeater users are bards or rogues that can bring other skills to the party.

I had problems getting groups on my latest character this weekend. 1barb/1bard/1sorc, then later at 2sorc. Finally made my own parties a few times when I got tired of soloing misc stuff. The build works fine as an enchanter, people just see the classes and shudder I guess.
Oddly, a group would take a 3 sorc, but not the 1/1/2. A 1/bard/2sorc has the same dc, number of spells, and more sps then a 3 sorc.

I was just wondering if any of the thrower builds out there had made a greensteel returning throwing hammer? Same base damage as the throwing axe. And you can put all of those nifty damage upgrades on it. Would think the few brave souls out there that had thrower builds would be going ga-ga over such an opportunity. Or are throwing hammers just that junky?

Oh dont get me wrong I see that side of it that is why I got a wounding repeater :) and I also made him a rogue with evasion so he could be worth while at high lvls :) but yeah to be a true tank with a repeater you better have a wounding pucuturing with barb crit rage LOL or smiter and disrupter LOL and the all important paralyzer LOL but what you say is true you have to have other skills in higher lvls to be a worthwhile pugger LOL
