Combining power shards at lower tiers?

I have seen all the positive results of combining two imbued shards at the 3rd Tier, however has anyone experimented with combining two power shards at Tier 1 or 2, also has there been any speculation as to whether or not more than two power shards can be combined together, as the maximum slots in a device is five at a time?

They have, and it has also been confirmed by Eladrin that only 3rd tier upgrades can be combined. Sorry for not posting the url here, I'm going to make you search for it. ;) It's on that one website with the threads, and it's on that one page, in that one spot.
