I wanted to get some opinions here. I wanted to take advantage of the Dragonmark and Spellsinger enhancements and I'm playing around with this halfling that is a descent healer (actually with all the dragonmark heals it should be good) and buffing which is why he is mostly bard. Here's the build...

Bad idea. That's a redundant build that provides the same capability in multiple ways. Pure bard would be better (as would bard15/sorc1 or bard15/barb1 or many other things)

You're spending 4 feats + multiple APs on Dragonmark of Healing. But you're already a bard, so you have cure spells on your list anyway, and you can read Heal scrolls anytime you feel like. The Halfling Dragonmarks are only really good for a class like a fighter, who would not have a way to heal otherwise.

A bard would get better results by moving feats and APs out of Dragonmark and into Haggle (put skillpoints there also, instead of so much Tumble and balance). Even if you don't get the Focus Haggle and Negotiator feats, you can still buy Heal scrolls cheaply enough that spending 10 of them per quest won't bother you at all. (And put more APs into the Bard Wand mastery, to make the scrolls stronger).

Also the cleric levels don't get you anything really useful (except for a Spellsinger requirement, but a sorc level would provide it too, along with more mana). Cutting even a few levels away from Bard hurts your ability to buff, and little things like Divine Cleansing and Divine Healing don't even begin to make up for it.
