Question on Binding Item at Stone of Change

I am a level 11 wiz trying to bind my ring of feathers. I have placed 200+ khyber dragon shards and the ring in the device in the marketplace by the bank and only get a failure. Am I missing something? Do you have to be of a certain level to use the device? Thank you kindly in advance for any assistance.

No Min Level items such as the Ring of Feathers are currently bugged. They require the maximum number of fragments, which is 400 (20^2, as if ml:20). You can do it, but be prepared to pay 400 fragments.

A completely off question reply... but why would you want to bind a ring of feathers? I've never even come close to losing a ring to permanent damage.

FF items are a dime a dozen for lvl 11 types and you can save that ring for your next new toon so they have FF at lvl 1.
Unless of course, you a non-twinker.
