Where is Master's Touch?

I saw in the release notes about a new wiz/sor 1st level spell call "Master's Touch" but have not been able to find it in game. I have checked all the vendors I know of and they do not stock it nor have I seen it in the auction. Where can it be found? Is it only available as random loot or possibly does one of the collectors have it? I would really like to get one so my wizard can use that nice Greater Giant Bane weapon that he is not proficent with.

The devs aded it to the Game, but failed to add the Scroll.....

Currently the only way to get the spell as a Wizard is to take it on level up/Creation

Hopefully the next patch will Fix this.

I have ransacked every chest in four low level quests that have numerous chests AND an end reward list (Dirk's got a secret, Irestone Inlet, etc), but even with a caster set for caster end rewards, I have yet to find a single one (though I did pick up tons of all the other 1st level spells).
