i dont know whats wrong i cant chat in party chat or genchat in the game it keeps saying error i can only send people tells ...how cani fix this im runnin on vista

I don't know if this is the problem you're having, but here's a paste of some advice I found on the tech support forum - hope it helps:

you appear to have stumbled across the old vista port problem.

Open your UserPreferences.ini file located in your DDO folder inside My Documents. Find the line "UserSpecifiedPort=0" and change it to "UserSpecifiedPort=9000"

If it still doesn't work then you may wanna check to see if your firewall is blocking 9000
