I don't get to play this game as much as I would like. Mostly I can only log in for a few minutes at a time, which makes it hard to group. The problem with soloing is holds, stuns, and trips. You can work around other problems, but when you are held you are dead. Warforges are no solution; they still get stunned and tripped. So I was thinking about how to make a toon with good saves.

With out going over the top...I want to do this without wasting feats, crazy tomes, or hard to find items.

Halfling seems the obvious race: +1 (feat) +2 to all saves (9 action points)

Paladin 7 seems like a good choice for
+5/+2/+2 base
Divine grace: +6 (assuming starting CHA 14 + 1 tome + 2 from action points + 6 item) and
Resistance of Good: +2 (6 action points)

Mixing in...
Ranger 9 for
+6/+6/+3 base
Evasion

As for stats, assume
Fort saves +5 (starting CON 14 + 6 item)
Reflex saves +13 (starting DEX 20 + 6 item + 4 level ups + 4 from action points + 2 tome)
Will save +1 (starting WIS 12)

Carry the Shrunken Head for +3

It adds up to around

+30/+35/+20

Did I add that up right?

30 saves across the board is attainable with a variety of different builds.

I have a 10pally/2 ftr/2 rogue mutt with saves of 38/31/28.... so even more insane saves than those are possible, and he's a dorf with 422 hps and a 26 str

Paladins have poor reflex save progression. Based on your information:

Fortitude
+5 Paladin level 7
+6 Ranger level 9
+6 Divine Grace of 22 CHA
+1 Halfling Racial Bonus
+2 Halfling Luck II: Fortitude
+5 CON of 20
+2 Resistance of Good II
+3 Shrunken Head
+30 Fortitude

Reflex
+2 Paladin level 7
+6 Ranger level 9
+6 Divine Grace of 22 CHA
+1 Halfling Racial Bonus
+2 Halfling Luck II: Reflex
+13 DEX of 36
+2 Resistance of Good II
+3 Shrunken Head
+35 Reflex

Will
+2 Paladin level 7
+3 Ranger level 9
+6 Divine Grace of 22 CHA
+1 Halfling Racial Bonus
+2 Halfling Luck II: Will
+1 WIS of 12

The only part your math was off was on the Reflex save. If you took Force of Personality that would bolster your will save another +5, if you were worried about it.

You can also achieve crazy saves without going Ranger.

1) Splash 2 Levels of Rogue to get Evasion.
2) Boost your CHA over your WIS (Like start with 8-9 Wisdom and 14 Cha), and take Force of Personality
3) Plan for more than 7 Paladin Levels... at least 8 to get access to Resist Energy, and 11 Paladin for self-cast 30-point resists.

It is not hard at all to take a Paladin 11 / Rogue 2 / Whatever 1 and have over 25 or 30 in all Saves with reasonable equipment.

Yes, Rangers get good base saves, but putting a little more into Charisma to boost all your saves, and increase the power of your Lay on Hands, will help with solo-survivability... as well as 30-point Resists, +3/+3 Divine Favor, and a nice AC

For a Solo Build, I would recommend looking at 11 Paladin / 2 Rogue / 1 Fighter for overall versatility, with UMD, good DPS, crazy saves, and an overall useful build in any situation (ie. the Holy Avenger - See my Sig for the link, or just a Basic Evasion Paladin, again, see my sig)

One other consideration: And that would be going Warforged. Warforged immunities + Paladin Saves + Evasion = one hard to stop tank. The WF Immunities cover some of the most problematic enemy caster spells, such as Enervation and Hold Person. Stock Freedom of Movement Scrolls, or the Dragon Boots, and you have one helluva Solo-Machine!
