Character Transfer from Argonnessen to Risia

Is there any way to transfer a character from one server on to risia?

I do not believe it is possible to pay to transfer a character to Risia. Even if you could, I wouldn't. Who knows when they'll wipe Risia again and your character would be gone forever.
