It takes more than one buy point per point to buy up to dex 17. I would drop both of the toughness feats, move ITWF to lvl 6, go elf(your dex starts at 17 this way) and take gtwf at 19 if you're certain you can get the +2 dex tome. Your enhancements need a lot of work but it looks like you waste a lot of points buying unneeded con and improved damage reduction. Focus on extra rage, extend rage, power rage, and will save rage.
You'll need 19 base (starting + level ups + tomes) to qualify for Superior TWF.

Second build look pretty good, especiamally if get some gear to up your HP a bit (greater falselife, con 4/6 item, etc couldnt hurt).
Kargon notice are going for piercing, and since are alreadamy an elf, maybe could work in a couple of the elf melee attack/damage enhancemaments if intend use stuff those work with like rapiers. if wanted to dual two rapiers could take attack II to cancel out the -2 penalmaty for using an oversize weapamon in the offhand. othermawise look pretty solid to kargon.

looks good, I'd swap Weapon Focus for Power attack though

If you are building a TWF Barbarian, and do not go human, well......
Lets just say you really need the extra feat.
My Barb (which is just shy of 8 now)
started at 16 str dex and con.
(Burned a +2 dex tome and 5 +1 tomes)
Level 1:Toughness
Level 1: Power Attack
Level 3: TWF
Level 6: ITWF
Level 9: Imp. Crit Pierce
Level 12: GTWF
Level 15: STWF
(I am still short a feat, cause I want Oversized Two weapon Fighting possibly)
Level 4, 8, and 16 is STR, Level 12 point is Dex.
This guy is a blast to play. He already has a bloodstone, Bloodrage Symbiont, 2 wounding puncturing picks..... Just looking for some bursting maiming picks for him and then just need to farm raid loot.
Regarding Feats, it may be worth picking up 2 levels of Fighter. We haven't seen the Barb 15/16 enhancements yet, but if they suck I'd opt for the 2 Fighter levels.

Um, why did you need toughness with a 16 base con?

65 Extra HP is nothing to sneeze at.

Races
Dworf
S 18
D 16 <- 1 stat point and +2 tome for 19
C 16
int wis and cha dump stats
Problems - Must invest in dworf spell defence, resistance item and will rage due to lack of wis. Assumably dworf axe attack and damage are wasted becuase you're using picks.
Likes - For a 8 wis barb will saves will be pretty good due to the +4 saves vs spells with only 3 AP's spent in dworf spell defence. Longer rage due to higher con.
Elf
S 17
D 17 <- just +2 tome
C 14
1pt for something else
Problems - when compared to dwarf version, lower saves due to lack of spell resistance, shorter rage, less hps and are rapiers even the way to go with this build (which then eliminates elf rapier attack from the equation) it would seem that 2 Heavy picks and then eventually Death Knips are the way to go.
Likes - ?
Human
S 18
D 16 < - 1 stat +2 tome
C 14
Problems - similar problems as elf with respect to saves hp and rage. Refering to a previous post... the loss of 2 con means -14hp and 1 fort save and rage reduction, toughnes gives you an additional 16hp, so +2 hp over dworf, now where u get this +65 hp is beyond me, unless you're wasting tons of AP's on toughness. Taking a further look, 52 hps for 10 AP's spent on toughness and the feat (this could be wrong so i apologize in advance if my take on the enhancements are wrong) (2 from additional hp's over dworf barb + 50 for enhancements.) or spend 10 ap's into extra rage, power rage, will rage, extend rage or con rage assumably you drop the con rage or will rage, if you drop con rage the net gain is 24 hp's, and -2 fort save and further reduced rage time and if you drop will rage then u take a -4 hit to will saves further gimping an already bad save due to lack of dwarven spell defence. Admittedly you could have dropped improved power attack or some other random enhancements, but i would love to see them and humans will net 3 ap's over my dworf calculations due to the assumed 3 ap's spent on dwarf spell defence.
Likes- human adaptablity for the bonus str
Classes
For this build to really shine both Critical rage's are required IMO and heavy picks must be utilized. For a level 14 build, IMO it must be pure barb. Without the 15-16 barb enhancements 2 levels of fighter may be the answer in the upcoming patch.
