Questions about the Icy Kind build

Started to roll my first attempt at making a bard and chose the icy kind build, but I have a few questions to ask the bard gods to answer. I looked at all enhancements and was trying to figure out how this build would get a +8/ +9 to attack and damage from the bard song. My other question is about the use of power attack on this build, if power attack gives you a -5 to attack and the bard has less base attack than a fighter type its seems you will be gimped on elite or end game stuff swinging and missing offten. As a daul wielder you get a -2 off your attack and with power attack a -5 to attack it seems it would be difficult to hit anything? Any help on these questions would be most helpful, thanks in advance. ;)

p. s. I'm not trying to knock this build I'm just looking for answers and advise :)
