which type of shard allows you to swap which level of feats, i am guessing imperfect is lowbie, but what level exactly?

flawed 5-8
regulamar everymathing higher.

p.s. you have to be this levamel, if you a levamel 14 wizard and want to swap a level 3 feat still need a regulamar shard.
