I've asked a couple of times, but I don't know if there is any traction on the idea:
Weapon set shortcut functionality for shortcut bars.
That is to say:
If you drag a weapon on a shortcut, it will make a shortcut that will equip that weapon in the primary-hand.
If you hold down control, and drag a weapon to a shortcut, it will make a shortcut that will equip the weapon to the off-hand.
If you hold down control, and drag a weapon to a shortcut that already has a weapon or shield in it, you will make a weapon set with that weapon combined with the weapon already in the shortcut.
Now, this would pose a conundrum of how to deal with shields. You could require "control" (or whatever the alt add button is defined as) to be pressed in order to equip a shield. Probably the best thing would be to have dragging a shield to a shortcut default to the shield in the off-hand. Might make for some ambiguity, but the extended functionality would be worth it.
Effectively, you could then remove weapon sets COMPLETELY from the Inventory UI and everyone would have an unlimited number of weapon sets available.

While I like your idea, I have to correct you on the last statement .. Rather than unlimited weapon sets, you would have 100 weapon sets (plus another 100 if you're using the 11+ hotbars (http://forums.ddo.com/showpost.php?p=818813&postcount=13) trick..

Yes... not completely unlimited.
If we were to get into semantics, we would be limited by other things.
We need more shortcuts, too. And shortcut bars that don't require a trick (and forget where they go) to get more.

Seriously the existing system makes me INSANE. On my TWF Barb I prob have 10 weapon sets that are standard (ie 2 highest DPS wepons, dual greater bane combos, etc) and a another 20 that are mix and matches I used regularily (ie mixes with paras, curing weapons, shield+top dps, etc). I have to start every mission by trying to figure out which 7 sets I want up and so that I can change on the fly, I have 4 hotbars filled with all the single weapons to make dragging new sets easier.
Please devs, listen to spooky :)

I'm going to alter your schema a little:
Dragging a weapon to a hotbar makes an icon that equips that weapon in the primary hand.
Dragging a shield to the hotbar makes an icon that equips that shield in the off hand.
Dragging a weapon to an icon that already contains a weapon creates an icon that equips the new weapon in the off hand and the other weapon in the primary hand.
Dragging a shield to an icon that already contains a weapon or a weapon to an icon that already contains a shield creates an icon that equips the weapon in the primary hand and the shield in the off hand.
In short, no control-dragging. The first weapon into a hotbar set is the primary weapon, the second one is the off hand weapon. Shields/weapon sets become the right things regardless of whether the shield or the weapon is dragged in first.
You lose the ability to create an icon that just changes the off-hand weapon, but I think that's an acceptable loss for the simplified interaction (i.e. no control-drag).

Yeah, that would work.
I guess it would be hard to tell when an icon would equip to the off-hand or primary-hand if it were only denoted by which way the weapon crossed.
I would also like to be able to specify a shortcut's background color. Labels might be nice. It should be doable, too, as there are labels that crop up when you assign an alias to a shortcut key.

Great ideas all around. My problem is I begin to have trouble telling which two weapons are in that stack...
How about a way to click on a hot bar and have it load to the off hand? i.e. A right click function or a special key+number key etc (you get the idea I hope.)
Then you just load all your weapons into your tool bars once. (Sure keep a few sets of common pairs.) Now you just left click weapon 1 and right click weapon 2 and both are loaded. Need to change the off hand weapon? Right click on the new one...

Would help a lot on my caster-types and my TWF ranger. Maybe your system, plus ctrl-drag to specify offhand?
