Go to a shop and choose the "Repair" tab when talking to the NPC. (Anyone that sells something should have it, other than taverns and inns)

I've never actually let a weapon get down to 0 durability, but doesn't it get permanently destroyed at 0?

It may have permanent damage on it now but that is not that big a deal, I don't think it is completely destroyed at 0 or else it would be removed from your inventory. It is a good idea to repair after every quest or two especially for a barbarian who will be tearing up his equipment on slimes and other evil doers. You are at a good level now to run the Durks got a secret quest (you get the quest in the leaky dingy tavern) to get the chance at finding a muckbane which is club that does extra damage to slimes but does not get damaged by them it is glass however so dont use it on earth elementals or skeletal warriors it will get torn up.

Does a muckbane get destroyed by rust monsters? I know the bane won't work on them but my lowbie clr needs something to kill rust monsters with until I can acquire an everbright weapon. I could get a couple of throwaway weapons but that seems logical and it takes up slots.

muckbane is a safe use against rust monsters since its made of glass (and glass doesnt rust).

I'll just mention that it does not matter when you repair your equipment.

Thanks BB. The reason I ask is I almost destroyed a lesser abberation bane weapon on that stoopid named rust monster in Redfang. It was everbright in my mind, I'm sure... :)

Ha ha, I wondered if this happened to WF! My WF buddy was getting pwned by the named rust monster in Redfang yelling over the mic "Ah... little help? This frickin' thing is killing me somehow!"

Rusties? If I am prepared they are cakewalk as an arcane Warforged. Lay down a Wall of Fire, pop on acid resist and stoneskin, block with a shield (to negate rusting stun), and let them nibble on my shield while they burn in a rusties bonfire.
If its a melee-based Warforged... shield block and attempt to trip inbetween rusty strikes.

Heh.. Yes, that's what they meant by "toasters". Rust monsters (in this game) make a beeline straight for the nearest WF, and they also get a free stun attack(only on warforged) that'll really tear em up sometimes.
Nothings more fun that watching the big warforged killing machine come tearing back around the corner yelling "Help, help, it's a rust monster!"
EDIT: Aloz comes to mind.......

No. but it becomes unwieldable until repaired. (Same for most other items, such as a wand or cloak or whatever. Some items do get instantly destroyed instead, such as ammo)

Pick up a nice Club for Rusties, I have some really nice ones (+5 Icy burst, +4 Acid of Weighted, +2 Flaming of Aberation Bane, etc.), they dont' get damaged and they do more dmg than Muckbane. If you have the inventory room I suggest picking one up.

Like others said before, run Durks Got A Secret quest in Harbor until you find a muckbane and then just use it throughout the game on any oozes and rust monsters that come your way; problem solved there. Just do not use it on skeletons in the undead quests or it will get permanently torn up real quick. Another option is to find a blunt Blueshine weapon and use it on the oozes and rusties, blueshine is immune to acid and rust. You want blunt so you do not chop up and divide the oozes. These tips will solve a majority of your weapon durability issues. Other tips would be to watch your weapon durability and never allow it to get really torn up especially for the nice weapons that you want to use for quite a few levels. With all the money you get at later levels, you could always just sell or trash the old weapon and buy a better one to replace it too.
